March 9, 2018. Following the proposal of the Ministry for the Ecological Transition, the Council of Ministers has approved Royal Decree 132/2019 of 8 March. This decree grants direct aid from the Programme of Incentives for Efficient and Sustainable Mobility (MOVES) to the autonomous communities and cities of Ceuta and Melilla, endowed with 45 million euros.
The programme will be coordinated by IDEA and managed by the autonomous communities and cities. As an objective criterion of territorial distribution, the municipal register of the National Statistics Institute (INE) has been taken as a reference, understanding that it is a reference closely linked to mobility. This criterion was agreed at the last Sectorial Energy Conference, the coordinating body between MITECO and the autonomous administrations in the field of energy, which was held on 25 February at the headquarters of this Ministry.
MOVES programme for efficient and sustainable mobility
The MOVES programme is aimed at promoting the purchase of alternative vehicles, the installation of infrastructures for recharging electric vehicles and the development of incentives to implement bicycle loan systems. The beneficiaries of the MOVES aid may be self-employed professionals, individuals, communities of owners, private companies, local entities and the public entities linked to them, as well as the administrations of the autonomous communities and other public entities of the General State Administration. The aid must be distributed as follows: between 20% and 50% will be for the purchase of alternative vehicles. Between 30% and 60% for the implementation of recharging infrastructures (of the latter percentage, at least 50% must be allocated to fast or ultra-fast recharging points). The implementation of electric bicycle loan systems should represent between 5% and 20% of the assigned budget and support for transport plans in workplaces can count from 0% to 10%. The amounts of aid for the purchase of vehicles range from 700 euros for electric motorcycles to 15,000 euros for the purchase of trucks and buses with alternative propulsion. Aid for the purchase of light electric vehicles is around 5,000 €uros.
At the same time, manufacturers, vehicle importers or points of sale will be required to have a minimum discount of one thousand euros on the invoice, except for purchases of quads and motorcycles. Thus, potential beneficiaries of state aid will have an additional incentive to bet on sustainable mobility. Incentives for gas vehicles are reserved for trucks and vans, as the electrical alternatives are not sufficiently developed. As for electric vehicle recharging points (public and private) and electric bicycle loan systems, the aid will be 30% or 40% of the subsidizable cost, depending on the type of beneficiary, establishing a limit of 100,000 euros. Finally, MOVES sets a limit of 200,000 euros of aid per beneficiary for the implementation of Transport Plans to Work Centers with an aid of 50% of the eligible cost.
Reduce emissions and consumption of fossil fuels
In addition to promoting efficient mobility, the MOVES Programme is a tool for tackling the increase in CO2 emissions (the main greenhouse gas) by promoting the reduction of fossil fuel consumption in transport. In Spain, the increase in these emissions was unusually high in 2017, with a year-on-year increase of 4.4%, the highest recorded since 2002. The transport sector consumes 42% of the final energy in our country. Of this percentage, 80% corresponds to road transport, 95% of which depends on oil derivatives. These figures show the need to influence the reduction of CO2 emissions by promoting sustainable urban mobility, encouraging the renewal of the vehicle fleet towards those who use alternative energies and promoting more efficient modes of mobility.
Origin and legislation
The amount of 45 million allocated to the MOVES Programme was allocated to the IDAE in the 2018 budgets in order to finance "actions to support mobility based on criteria of energy efficiency, sustainability and promotion of alternative energies, including the provision of infrastructure for recharging electric vehicles". The regulatory bases of the Programme were approved by Royal Decree 72/2019, which was published in the Official State Gazette on 17 February. It establishes the objective of two months for autonomous communities and cities to carry out the calls for aid, the final resolution the payment to the ultimate recipients of the program. The MOVES Programme falls within the scope of Directive 2014/94/EU of the European Parliament and of the Council of Europe of 22 October 2014, which establishes that the Member States must develop a specific National Framework of Action to implement alternative energies in transport and its related infrastructure, within the European agenda for cleaner, safer and more connected mobility and its Clean Mobility Package.

What is the MOVES plan?
